Wrong French keyboard at installation

Bug Description

I installed Linux MINT 14 MATE, with french keyboard. By default, the french variant keyboard that is proposed is wrong. I needed to change it and choose manually "French keyboard variant".

If i choosed "French", ² and ³ keys would'nt work, I need to choose "French keyboard variant" instead.
Should set "French keyboard variant" by default when installing a french version of Linux Mint.

Same bug in MINT 17 :
default french keyboard is "Français - Français (variante obsolète)" instead of "Français - Français (variante)".
Impossible to write ² and ³ characters with "Français - Français (variante obsolète)", need to manually change it into "Français - Français (variante)".

Same bug in Linux Mint MATE 18.

Same in Linux Mint 18.1.
