Xfce panel not workin after install

Version: Mint 13 Maya (Cinnamon)

Reproduction steps:
1. Install Cinnamon edition from media
2. apt-get upgrade
3. Install xfce packages (mint-meta-xfce, mint-info-xfce)
4. Try to install xfce4-xfapplet-plugin

Actual outcome:
xfce4-xfapplet-plugin : Depends: libxfce4util6 (>= 4.9.0) but it is not installable
                                           Depends: xfce4-panel (>= 4.9.2) but 4.8.6-2ubuntu2 is to be installed

-> Xfce desktop defaults to vanilla Xfce when logging on to Xfce desktop. (instead of showing Mint-specific stuff)

Expected:
Mint-Xfce shown and used as desktop

Workaround:
Add ppa:xubuntu-dev/xfce-4.10 repository to satisfy dependency!

The workaround is not justified, Maya 13 is supposed to be LTS, but now the xfce-xfapplet-plugin coming from Mint repo actually depends on non-LTS Ubuntu package.
