Alt MMB resize doesn't work when click is in center of window

This was frustrating to figure out.

Alt + MMB and drag doesn't work if the first click is in the center of the window. The icon doesn't change, and there's no indication that it's "working". This is a usability bug.

It's only clicking and dragging towards the edge that causes the window to resize.

Suggestion:

it seems like the click gives the window an "anchor", then the drag direction and distance resizes the window.

If the user clicks in the center area, have the anchor be the top left, and the drag resize the bottom right.
