/etc/rsyncd.conf missing, /etc/init.d/rsync fails silently

Bug Description

When trying to start rsync as a daemon in Linux Mint 12

    $ /etc/init.d/rsync start

the script does not generate any output. Trying to verify the status fails:

    $ /etc/init.d/rsync status
    * could not access PID file for rsync

After some digging, it turns out that there is no /etc/rsyncd.conf. Generating one from scratch with a couple of default options results in the init.d script to generate a message to the effect that RSYNC_ENABLE is set to false in /etc/default/rsync... from there it was easy to get things running.

I would expect the init.d script to generate a message about the missing /etc/rsyncd.conf instead of failing silently. Even better, Mint should provide an example /etc/rsyncd.conf.

Reproducable: Always.
