The Window list which is installed in Cinnamon's panel by default only reacts to a click when the corresponding window is minimized; it's then shown up.

This is at least true for windows that are showing some kind of dialog boxes at that time. I can reproduce it reliably with Synaptic while it is downloading or installing... |
