isc-dhcp-server is not starting on reboot

Bug Description

Manually starting the process works fine, so this indicates there are no syntax errors in the configuration and only a problem with Upstart. This dhcpd process is started via Upstart (/etc/init/isc-dhcp-server.conf), therefore dhcpd may be looking for a OpenLDAP prerequisite process to be started first.
