Bug Description

Linuxdcpp 1.1.0 will check for libnotify in order to enable libnotify dependent code. Some systems may have it installed but may not want this feature thus a build flag is required.

In order to keep backwards compatibility this flag will be on by default.

Steps to reproduce:
- Compile linuxdc++ with libnotify installed.

Expected results:
- User can choose between libnotify notifications or not.

Actual results:
- Libnotify code is always enabled

Version: 1.1.0

OS: Hardened Gentoo Linux amd64 (though the issue may affect many others).

Attached is a patch solving this.
