Bug Description
UEFI on vexpress A5 and A15 gets flashed to address zero, but A9 is different because it gets flashed to address 0x44000000 and then the board configured to swap the NOR banks to boot UEFI as if it was at zero.
We should modify our UEFI build so that A9 gets flashed to zero.
This way, all platforms are uniform in the way they are configured.
