The bug to track this issue on "linux-linaro-lsk-highbank" is Bug 1304453.

Copying the comments I left for Bug 1304453:

I ran two LAVA jobs (#129522 and #129514) to reproduce the bug, and it doesn't appear to me that cpufreq is supported on highbank. Therefore, the cpufreq test cases do not get executed.
