gccvar doesn't reflect the installed location

Bug Description

bin/gccvar.bat on Windows contains:

@echo off
rem This file is the script to set path for ARM eabi tool chain.

set PATH=C:\Program Files\arm-none-eabi-gcc-4_6\bin;%PATH%
cmd

The comment is wrong as is the path. The path should be updated to match what the user picked during installation.

Marked as high as the fault is obvious due to the installer launching gccvar.bat at the end of the install process.
