ONGOING cards in Upstream development state do not show

Bug Description
On the roadmap, e.g. https:/
Our cards that are in Upstream development, with fixVersion set to ONGOING do not show. For example https:/
Milosz noted that this is a corner-case without clear way to draw those cards. Kate commented on the roadmap document that:
"If its ONGOING, its an ONGOING card. Whether its upstreaming or not. ie. ONGOING trumps Upstream state. :-)"
Could we get this solved, and such cards drawn as normal ONGOING cards please?
