bitbake linaro-image-minimal fails for armv8

Following the instructions at https://wiki.linaro.org/HowTo/ARMv8/OpenEmbedded for aarch64, I am able to build busybox, but when I try to build linaro-image-minimal, the build fails.

I am able to run the following successfully:

bitbake kexec-tools

But running:

bitbake linaro-image-minimal

continues to fail exactly as above.
