Tabs should only be seen if a file exists to back them

This is a slight modification of the spec that put default info into the tab if the file didn't exist. Not showing the tab if the file doesn't exist should be a little more flexible.

Does it mean that all files are not mandatory?
For non-mandatory files no we show tab only if file exist.

We don't fallback to wiki links for the 2 mandatory tabs
(HOWTO_install.txt and HOWTO_getsourceandbuild.txt).
yes, all files aren't mandatory anymore.
