Now that Django changes have been merged, we should update the README to reflect the actual state.

I've added more data to the deployment README, and split out INSTALL and HACKING files as well. INSTALL documents the setup needed for local development, our more complex setup is in lp:linaro-license-protection/configs branch (README file).
