Bug Description

I tried to remove the restriction with cpu1 to be offline in order to enter the AFTR mode.

After using a last man standing algorithm, the last cpu entering this state set the PMU to AFTR and then goes to idle while the other cpu is idle too.

The cpu0 is woken up when an interrupt occurs, but never the cpu1 which seems to be off all the time.
