Package excluded from hwpack

A local-deb package is not included in the hwpack if the package already
exsists in the file system image. In this case the package:
 bluez_4.91-0ubuntu1linaro1_armel.deb
is already in the image and prevents
 bluez_4.91-1ubuntu1snowball1_armel.deb
from being in the hwpack.
The debian/control of the package explicitly replaces the original package.

Command line:
linaro-hwpack-create config.file 2-5 --local-deb bluez_4.91-1ubuntu1snowball1_armel.deb (and several more --local-deb...)
