pyflakes test should not fail if ignored warnings are not generated

Bug Description

The pyflakes test currently expects a particular warning to be generated, and newer
versions of pyflakes don't generate that warning, so the test fails.

We should rather have a list of ignored warnings, but not fail if those warnings
aren't generated.

Hi,

I'm runnig the test suite in l-i-t (testr init && testr run), but I cannot reproduce this behavior (at least with pyflakes 0.5.0). Does it still apply?
