Should install btrfs-tools when --rootfs btrfs is passed

Bug Description
(now it's possible my copy of linaro-media-create might be slightly out of date, I'll check that)
When creating an image for my beagle with --rootfs btrfs, results in a file system which is unbootable.
fsck: fsck.btrfs: not found
fsck: Error 2 while executing fsck.btrfs for /dev/mmcblk0p2
mount: / not mounted already, or bad option
mountall: mount / [243] terminated with status 32
mountall: Filesystem could not be mounted: /

I've built headless images with --rootfs btrfs in the past, and could just skip fsck and boot to a console.
Alexander suggested that we should include btrfs-tools in images; probably you don't want that in nano though.
I've retitled the bug to express what we could do in the image writer.
