Allow the owner of a job to rename it

Bug Description

it's unfortunate that Jenkins requires delete permission to just rename a project even when you're the owner.
Obviously, we aren't going to give delete permission to everybody but it should be allowed to delete/rename a job that you're the owner.

As an immediate resolution I can add delete permissions for the job for your account fboudra explicitly.
But this is a dangerous thing to do for everyone as anyone can delete the job created by others.
I need to find a good solution for the same.
Do you the permissions immediately ? Are you blocked on this ?
I can rename the jobs for you if required.
