Add rsync way of publishing build results to snapshots.l.o

We want to cache sources used by OpenEmbedded builds to comply with any licensing requirements. Also sstate cache files should be cached as their use will cut build time a lot (at price of network operations).

The problem is that we have only "scp" as a way of publishing files at Jenkins which forces us to transfer several GBs of data after each build. With rsync we will only transfer new files so it would take less EC2 time (and less network).

In few lines of shell I implemented simple work around which just removes all files which are present on snapshots.l.o - but only filenames are used. So from now on all builds will send only new archives.
