Snowball : board hangs when trying soft boot

Bootup device and then enter "reboot" command on serial console.
Issue: Device hangs and does not reboot.

Yes, 5/5 time

IMPACT:

reboot failure, impacts platform stability.

Steps:
==========
1. Flash https://android-build.linaro.org/builds/~linaro-android/staging-snowball/#build=136

2. Bootup device. On successful bootup enter "reboot" command on serial console.

3. Device hangs on entering "reboot" command.
Issue: device hangs now , does not reboot as expected.

Hardware:

8GB SD
Snowball V11
HDMI out to Dell Monitor.
