Bluetooth and Wifi Settings missing under "Settings->Wireless and Networks"

on ICS releases.:
Open Settings->Wireless and Networks-> WIreless Networks and Bluetooth settings are missing
Can't view available networks and can't view available BT devices. Blocking all wifi and BT tests.

Workaround for turn ON/OFF BT/WiFI: WiFi and BT can be turned ON from home scree using Power control widget in one of the home screens.
But viewing networks for wifi and available devices for BT is not possible via UI due to this issue.

ICS has these in a different location. If you click on the lower right hand time, you'll see a button for wifi and other networks. BT can be accessed through the power control widget.

I still feel this is not invalid issue:
For Wifi- There should be an option to view WiFi settings under Settings->Wireless and Networks ,
(Opening WiFi connection from time settings in home screen is another way to view the same WiFi settings.)

For Bluetooth: Controlling BT ON/OFF from power control widget is only a part of BT functionality exposed to user,
For all supported functionalities Bluetooth Settings should be available under Settings->Wireless and Networks(->WiFi/Bluetooth).
Say for e.g: How do I initiate BT Scan and get list of available BT devices in vicinity.
I assume ICS provides these settings as well to end user which is not yet available in Linaro android releases.
