Document building the toolchain and building Android with the linaro toolchain locally
Document and test each step
Document on the same page as the other documentation where each component is coming from

Policy:
* Always build 32-bit toolchain as Google Android goes.
* Use the existing build scripts from Android as possible as we can. So that, we can keep contributing for bug-fixing and further improvements.
* Make sure build system x86_64-friendly
impact: gmp, library search path (especially for statically-linking)
* Provide the best-fit combination for all GNU toolchain component
Mention the tested environment for reference.
