FDO build in Android toolchain benchmark suite doesn't work

Bug Description

While using Linaro toolchain for Android to execute benchmark suite from Google compiler team, there is always a error in FDO build:

my understanding is that we have a workaround to not use FDO (not great, but not blocking); setting to medium importance for now. no milestone; if you suggest for 11.05 we can do that.

After sysroot fixed, it can be used for compile with FDO.
