We need to regenerate seed, I'm on it.

Regarding patch, just applied as it is, it's unsafe and will just lead to obscure errors later. What we apparently need to do is to run repos sync -f few times in loop, followed by one w/o -f to ensure everything was fetched.

Ok, so this was resolved. A new seed was also produced, as well as testing done to assess performance of seeded builds + normal (w/bundles) builds. It turned out that seeded builds no longer offer performance advantage with Android 4.3 and with repo bundles in use. So, it was agreed to phase out seed use.
