Publish git descriptions as tab on android build and snapshots page

This is an extension of bug #1194801: "Add description to git projects used in Linaro Android builds".

Git descriptions of non-aosp and linaro modified aosp projects are now available in the form of annotated source manifests. This bug is filed to publish the git descriptions available in source annotated manifest file in a new tab on android build and snapshots page.

This bug implements card https://cards.linaro.org/browse/DEVPLAT-172.

Any suggestions regarding layout/content of this tab? And we'll need card of our (LAVA) side to schedule working on this,as this not a bug in existing infra, but a new feature...

Regarding layout part. I think it will be good to publish them as:

project: "name1", description:"description part of project name1"
project: "name2", description:"description part of project name2"
project: "name3", description:"description part of project name3"
.. and so on.

The code with support of the new tab is deployed on staging. Layout is as suggested in comment #3. Not very good from my point of view.
Amit, please take a look at it and leave your comment about style and layout.

Thanks Gesha. It looks good. Also it would be great if we can use a bigger font, something of the order of size and spacing as used in "Building From Source" tab.
