Bug Description
As can be seen from URLs mentioned in bug 1075999, we sometimes copy too much data over to snapshots needlessly. Examples are files named "HOWTO.txt" and "EULA.txt" in different parts of the tree:

We should restrict that, but if we are going to reshuffle build artifacts anyway, we need to watch out for that too.
