fftw3 neon support config fixups for armv8

Bug Description

fftw3 (FFT library) has SIMD support for various architectures. This was naively enabled in 3.3.3-6 debian package in a way that didn't work as it assumed that -mfpu=neon was neeed as a compiler option and that __ARM_NEON__ would be defined if neon available. Neither of these are true for armv8/aarch64-linux-gnu-gcc so different configurey handling is needed.

The attachment "fftw3_3.3.3-7-arm64-neon-support-config.patch" seems to be a debdiff. The ubuntu-sponsors team has been subscribed to the bug report so that they can review and hopefully sponsor the debdiff. If the attachment isn't a patch, please remove the "patch" flag from the attachment, remove the "patch" tag, and if you are member of the ~ubuntu-sponsors, unsubscribe the team.
