I was googling through some similar problems that other ppl have faced:

I feel here that when GetValueNames and GetSubKeyNames are called, memory is not available for our app, hence the exception:
Insufficient system resources exist to complete the requested service.

I have an XP SP2 machine and 512MB RAM, I didnt come into this issue myself while crossing through ApplicationInfo.Scan() and ApplicationPath.Scan().
