long delay when accountsservice is not present

Bug Description

With 1.0.0, when accountsservice is not present, both lightdm startup and login are really slow. Looking at the logs (I don't have them handy, will make a copy/paste later), in both cases there's a timeout trying to reach the dbus service (which is 30s or so, I guess), then the process continue normally.

Confirmed, no delay in 1.0.2 without accountsservice.
