Impossible to disable System sounds

Bug Description
Hi,
I recently dist-upgraded from XUbuntu 18.10 to 19.04.
To my astonishment, the lightdm screen welcomed me with the Unbuntu sound (it was disabled in 18.10)(*).
As a consequence, I disabled again the sound in the lightdm welcome screen, but discovered (again to my astonishment) that, once logged in, the sound was also disabled in my Window Manager (XFCE). Thus I re-enabled the sound in XFCE... simply to discover, at the next reboot, that sound was re-enabled also in lightdm's welcoming screen.
After multiple tests, I'm now convinced that XFCE's and lightdm's sound settings are now linked.
Since there no more settings to remove "system sounds" in Ubuntu for a long time, the only way to disable these annoying sounds was to disable (system) sound in the session manager. Since now the session manager sound is the same as the desktop/window manager, there is no mean to disable these sound without breaking the sound in your every day life(i.e having sound for your music and movies but not annoying system beeps...)
Could someone solve this problem, please ?
(*) By the way, who is the guy/girl that had the genius idea to play a sound on boot ??? nowadays computer are mostly used in open environments (personnally : cybercafes, etc or at work : open spaces, etc), so that tens of people are annoyed each time you boot your computer?
Ten days later, I did a dist-upgrade this morning, and the bug is still there...
Can anyone confirm/infirm the bug so hat it'll be treated some day?
