If lightdm sets the background, system settings assume it can access it and display it in the Background panel.

For now, we've just set XDG_GREETER_ DATA_DIR to a folder that the unity8-session snap can write to. But it's not visible to greeters. We need to come up with a snappy way for a session to share things like wallpapers with a greeter and for a greeter to share things like camera photos with a session.
