users.conf [UserAccounts] does not honor hidden shell

Bug Description
Steps to reproduce.
1) add a user with a uid greater then 500
2) set user's shell to /bin/false
3) user still appears in account list/user list at the login screen and the switch user drop down.
Fixed by setting the user's uid to something less then 500.
The expected behavior is for the user account to be hidden if its shell matches one of the hidden shells.

This problem persists even when adding that user to the "hidden-users" statement. I'm using lightdm 1.4.0 in Ubuntu 12.10.
