Try to hide "Other..." in user list with greeter-show-manual-login=false but fail.

Bug Description

I want to hide "Guest" and "Other..." in user list in order to stop user to input root or use guest to login.
Then I try to set following settings into /usr/share/lightdm/lightdm.conf.d/50-user-custom.conf
[Seat:*]
greeter-show-manual-login=false
greeter-allow-guest=false
allow-guest=false

Result:
Hide "Guest" ---> work fine.
Hide "Other..." --> Fail.

OS version:
Ubuntu Mate 15.10
