Bug Description
When using the LightDM login manager and a french canadian keyboard layout (setxkbmap -option "ctrl:nocaps" ca), the behavior of the arrow keys is altered: pressing and holding the "up" or "right" keys works as expected (cursor keeps moving until the key is unpressed), however pressing and holding the "down" or "left" keys moves the cursor by one character and stops moving. Using a different login manager such as LXDM or SLiM fixes the problem. This issue was present in Lubuntu 12.10 as well.

What greeter are you using? Switching to lightdm-gtk-greeter assuming that's what you've got.
