Bug Description

The language setting chosen at login is ignored for user accounts whose home directory has been encrypted, and will always be the system's default (in my case, English - Great Britain).

Users whose home directory hasn't been encrypted can change the language successfully at login.

I'm pretty sure this is a lightdm bug; marking it as a duplicate of bug 957431.
