Bug Description
In the Radiance theme, there is a border artifact around the window-list and notification area handles when using a patterned background (eg, see-thru panels).
This happens because when the window region is wiped to the background pattern, the border area is reserved and not wiped. However, no actual border is drawn by PanelAppletFrame.

This fixes the problem by setting the 'border-width' to 0.
Although this causes a defect to show in unico engine (#920832), a patch for that has already been submitted.
