#!/usr/bin/python in test/dbus and tools/talis

Bug Description

*BSD systems usually don't have python installed in /usr/bin. There are several scripts in test/dbus using #!/usr/bin/python, which causes tests to fail on FreeBSD. If I change it to #!/usr/bin/env python, all tests pass.

The attached patch is the same as the patch I uploaded to freedesktop bugzilla: https://bugs.freedesktop.org/show_bug.cgi?id=73837
I copied it to launchpad because it has stayed there for several months without review.
