This actually is not a problem with the Ubuntu Serverguide project, but rather a problem with the xsltproc package.
Observe the issue is also in the .fo intermediate files.

affects: serverguide → libxslt

Could you give a simple example xsl document, so I can reproduce the error and send it to developers?

I tried to reduce the file network-auth.xml, but
 xsltproc --xinclude -o network-auth.fo ../../libs/ubuntu-pdf.xsl network-auth.xml
network-auth.xml:11: parser error : Start tag expected, '<' not found

Thanks

We will probably need to take this one upstream ourselves. We could try to obtain advice from Shaun McCance on the docs IRC channel, he has been very helpful in the past. I will not have time to really work on this until October.
