icons should not be put in ~/.icons

Bug Description

when i added a webapp like twitter, a twitter icon will be put in ~/.icons.

but according to XDG standards(http://standards.freedesktop.org/basedir-spec/basedir-spec-latest.html), icons should be put in $XDG_DATA_HOME/icons/, instead of ~/.icons

~/.icons is not used since gtk3

and benifit is no longer need to specify absolute path in the webapp launcher. and it can be changed in icon theme.
