Bug Description
Currently, the email confirmation page is the one that runs the photo import. The first time you load that page, it confirms the email address and looks up photos on Gravatar and Identica. If you reload that page, you get an error message saying that the email address is already confirmed.
A better experience here (especially if you have NoScript or RequestPolicy enabled) would be to confirm the email address then redirect to a photo import page that is "reload-safe". That is a page where the email address is a query string parameter and which you can load more than once if you want.
This should help fix bug #858826.
