RSS feed to see when users change their photo

Bug Description

In order to be notified when a user (or rather a user's email or OpenID) changes their avatar, an RSS/Atom feed could be provided.

This could be useful for a few reasons:

- you can follow your friends and see their new photos
- sites which decide to cache avatars could use to help expire old avatars
- you could add your own hashes to your feed reader to watch that nobody tampers with your account

This static feed would be generated whenever a user associates a different avatar to a given email/OpenID. The feed would only ever have a single item in it (the current avatar) and it would not include the photo but rather link to it somehow. The exact format has yet to be determined but it needs to avoid exposing any information about the user (other than the current avatar).

Appropriate caching headers should be set to ensure that news readers don't download this too often.
