Allow images to be marked as private

An organization running their own instance of Libravatar might like to mark certain images as public (i.e. normal avatars accessible to the Internet) or private (only available within their internal network).

Therefore we would need the ability to mark images as public/private on such sites. They would presumably end up in different directories to be served by different Apache vhosts.
