Use 4:2:0 chroma subsampling for all JPEG files

Bug Description

This article explains that 4:2:0 is probably the best setting to use for chroma-subsampling and that happens to be what webp uses too:

I couldn't find any tool that lets you convert re-encode 4:4:4 (no chroma subsampling) into 4:2:0 though.
