Offer brotli-compressed static resources

Bug Description

In addition to gzipped static resources, we should offer brotli-compressed ones to browsers that request it:

Command-line tool to compress/decompress files using brotli: https://github.com/google/brotli/blob/master/tools/Makefile

Unfortunately, it's not yet in Debian: https://packages.debian.org/search?keywords=brotli

The Debian package is in NEW: https://ftp-master.debian.org/new/brotli_0.2.0+dfsg-1.html

Once it's in Debian, that's all we need to add support for it in Apache: https://lyncd.com/2015/11/brotli-support-apache/
