Bug Description

When the libravatar-seccdn package is not installed, the two cron jobs included in the libravatar-slave package (libravatar-update-mirror and libravatar-update-certs) should avoid dealing with the TLS certificates:

- libravatar-update-mirror should not rsync the cert
- libravatar-update-certs should exit early and silently (or not run at all)
