Add "upload" link from the change photo page

Bug Description
If a user clicks on "change photo" from the profile page, they are shown a page with all of the photos that have already been uploaded. What is missing from this page is a link for uploading a new one.
The link to the upload photo page should contain a query string parameter specifying an email address that should be associated with that newly uploaded photo.
So a user uploads a new photo from that page and the association is made automatically.
