Bug Description
To reduce the number of steps that new users need to take before they have a picture assigned to their email, we should automatically assign a newly uploaded photo to all confirmed emails/OpenIDs.
This will give us this flow:
1. login with Persona (which adds a confirmed email to your account)
2. click upload new photo
3. crop the photo
and you're done!
(This is similar but not the same as bug #971263.)

Note that this only applies to the first _user_-uploaded photo. Not to photos that were automatically imported once these imports have been moved to Gearman workers (bug #769760) and made automatic (bug #858826).
