Libindicator should use startup-notify when launching application shortcuts

Bug Description
If we have a platform-data we should use startup-notify as well.
This means that when launching an application with context, libindicator should send to it also a startup-id containing the timestamp of the action that triggered the event.
This for example will allow to properly fix bug #1164483
