indicator icons are cut off with some themes

Bug Description

This is a minor visual annoyance that can be best described by a small screenshot. Basically, some icons of indicator-session are cut off at the top and bottom when not using either of the new default GTK or icon theme. To reproduce this, simply choose the Clearlooks theme from "System > Preferences > Appearance".

The little screenshot shows two combinations that result in the icons cut off. Top is Clearlooks (GTK) + GNOME (Icons), bottom is Shiki-Colors (GTK) + GNOME-Brave (Icons). A reference icon is put to the right of the date that shows how they should look like.

Hi,

I face the same problem where my Windows icon on left bottom gets shrinked sometimes.
After reboot, the top right panel gets icons disordered.
And, today I got Envelope icon(empathy-evolution) lost!

Help please.
